摘要分析了关键层下离层动态发育对离层充填的影响，针对目前离层区充填工艺不能阻止覆岩关键层初次破断的问题，提出了“覆岩离层分区隔离注浆充填”技术，它综合离层充填与条带开采技术的优点，通过离层区充填置换或减小分区隔离煤柱宽度，使“离层区充填体＋关键层＋分区隔离煤柱”形成共同承载体，从而达到有效减缓地面沉降的目的，提高了煤层采出率，促进了覆岩离层充填减沉技术的发展。
