1.(5) The Director General shall notify the Governments of all countries of the Union of signatures, deposits of instruments of ratification or accession and any declarations included in such instruments or made pursuant to Article 20 (1) (c), entry into force of any provisions of this Act, notifications of denunciation, and notifications pursuant to Article 24.
(5)总干事应将签字、批准书或加入书的交存和各该文件中包括的或按第二十条第(1)款(c)项提出的声明，本议定书任何规定的主效、退出的通知以及按照第二十四条提出的通知等，通知本联盟所有国家政府。
2.(c) Subject to the initial entry into force, pursuant to the provisions of subparagraphs (a) and (b), of each of the two groups of Articles referred to in paragraph (1) (b) (i) and (ii), and subject to the provisions of paragraph (1) (b), Articles 1 to 17 shall, with respect to any country of the Union, other than those referred to in subparagraphs (a) and (b), which deposits an instrument of ratification or accession or any country of the Union which deposits a declaration pursuant to paragraph (1) (c), enter into force three months after the date of notification by the Director General of such deposit, unless a subsequent date has been indicated in the instrument or declaration deposited.
(ｃ)以第(１)款(b)项第(ｉ)目和第(ii)所述的两组条文按照(a)项和(b)项的规定每一组开始生效为条件，以及以适用第(１)款(ｂ)项规定为条件，第一条至第十七条，对于(ａ)项和(ｂ)项所述的递交批准书或加入书的国家以外的、或按第(１)款(ｃ)项递交声明的任何国家以外的本联盟任何国家，在总干事就该项递交发出通知之日起三个月后，发生效力，除非所递交的批准书、加入书或声明已经指定以后的日期。
3.Article 40 If labour service fees for labour services provided between a taxpayer and an affiliated enterprise are not charged or paid for pursuant to provisions for business transactions between independent enterprises, the responsible taxation authority may make adjustments based on normal fee standards for similar types of labour service activities.
第四十条纳税人与关联企业之间提供劳务，不按照独立企业之间业务往来收取或者支付劳务费用的，主管税务机关可以参照类似劳务活动的正常收费标准予以调整。
4.(3) With respect to any country of the Union which deposits an instrument of ratification or accession, Articles 18 to 30 shall enter into force on the earlier of the dates on which any of the groups of Articles referred to in paragraph (1) (b) enters into force with respect to that country pursuant to paragraph (2) (a), (b), or (c).
(３)第十八条至第三十条，对递交批准书或加入书的本联盟任何国家，应在第(１)款(ｂ)项所述的两组条文中任何一织条文,按照第(２)款(a)、(ｂ)或(ｃ)项对该国生效的日期中比较早的那一日发生效力。
