以不同农业生态区的耕地质量占补平衡为研究对象，依托农用地分等定级的理论和成果，以标准粮作为耕地占补平衡折算的桥梁，针对当前占补平衡工作中存在的问题，提出了不同农业生态区耕地质量占补平衡的思路和方法，建立了一套区域内耕地质量占补平衡的测算方法体系。
